Proposes a constitutional amendment to establish annual general sessions beginning the fourth Tuesday in January, limited to 20 legislative days and 70 calendar days, for considering all bills except appropriations.

Establishes annual fiscal sessions beginning the second Tuesday in April, limited to 12 legislative days and 35 calendar days, for considering bills making basic appropriations for two succeeding fiscal years.

Requires the legislature to pass basic appropriation bills during fiscal sessions in even-numbered years for executive, legislative, and judicial departments, and in odd-numbered years for education.

Limits special sessions to 12 legislative days and 30 calendar days, and allows local laws to be considered during any general, fiscal, or special session.

Repeals Amendment 339 (Section 76, Article IV) and Amendment 448 (Section 71.01, Article IV) of the Alabama Constitution, effective beginning calendar year 2020.
