HB 295 Summary

• Amends Section 29-4-1 of the Code of Alabama 1975 to change the Alabama Legislature's meeting dates beginning in 2020 to implement biennial budgeting periods.

• General sessions shall commence on the fourth Tuesday in January of the first year of the legislative term and shall be limited to 20 legislative days and 70 calendar days (reduced from 30 legislative days and 105 calendar days).

• Establishes new fiscal sessions commencing the second Tuesday in April beginning in 2020 to consider only revenue and appropriation bills, limited to 12 legislative days and 35 calendar days.

• Prohibits bills making appropriations from being considered in general sessions.

• Directs the Code Commissioner to replace all conflicting references to Legislature meeting dates and repeals any conflicting provisions of law.

• Takes effect upon passage and approval by the Governor and is contingent upon approval of a related constitutional amendment in a statewide referendum.
