• Clarifies certification requirements for coal mine foremen by establishing three qualification pathways: 4 years of practical mining experience, 2 years of experience plus a bachelor's degree in engineering/geology, or 3 years of experience plus an associate degree in related fields.

• Establishes separate qualification requirements for fire bosses requiring at least 22 years of age and one of three pathways: 3 years of practical mining experience, 1 year of experience plus a bachelor's degree, or 2 years of experience plus an associate degree.

• Allows individuals holding valid out-of-state coal mine foreman certifications to temporarily serve in Alabama as a temporary foreman or fire boss until the date of the next mine foreman examination they are eligible to take, replacing the previous 15-day limit.

• Requires all applicants to submit affidavits signed by three reputable citizens attesting to good moral character and temperate habits, with at least one signer being a mine foreman certificate holder.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
