Amends Section 45-2-80.87 of the Code of Alabama 1975 to remove the September 30, 2019 expiration date on court costs collected for the Baldwin County Law Library and Judicial Administration Fund, making the fee permanent.

Maintains the additional court cost of up to $15 per case on civil, criminal, traffic, and small claims cases filed in Baldwin County circuit court, district court, and juvenile court, excluding municipal courts.

Requires collected fees to be paid into the Baldwin County Law Library and Judicial Administration Fund for court employee salaries and continued court operations.

Authorizes the presiding circuit court judge to adjust or eliminate court costs based on state funding availability, and to increase or decrease costs as necessary without exceeding the $15 per case limit.

Becomes effective on the first day of the third month following passage and Governor approval.
