• Revises Section 28-9-4 of Alabama Code to renumber and clarify prohibited actions by beer suppliers against wholesalers, including restrictions on pricing manipulation, hours of operation control, and coercive inventory requirements.

• Adds new Section 28-9-5.1 establishing that possession of beer transfers from supplier to wholesaler when the wholesaler receives beer at their place of business during their established hours of operation.

• Defines that risk of loss from destruction or casualty shifts to the wholesaler upon receipt of beer, though a wholesaler is deemed to have received beer if they take possession at the supplier's place of business.

• Prohibits suppliers from requiring wholesalers to construct, expand, or remodel warehouse or office space, and restricts suppliers from interfering with or unreasonably delaying business transfers (30-day limit) when proposed transferees meet nondiscriminatory standards.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
