Amends Section 37-2A-10.1 of the Code of Alabama 1975 to require yearly reductions of supervision and inspection fees for telecommunications carriers to be applied with cumulative effect.

For fiscal years 2017, 2018, and 2019, fees shall be reduced in three equal installments based on the difference between fees paid in fiscal year 2015 and fees calculated under Section 37-2-41 for fiscal year 2015.

Cumulative effect applies to all payments made after July 1, 2019, and retroactively to prior payments made before July 1, 2019 that included cumulative reductions.

Beginning in fiscal year 2020 and subsequent years, telecommunications carriers subject to Chapter 2A, Title 37 shall pay fees according to the formula in Section 37-2-41.

Act becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
