Authorizes Class 3 municipalities to regulate electric foot scooters within their corporate limits through municipal ordinance with enforcement penalties.

Defines electric foot scooter as a vehicle with no more than two 12-inch or smaller wheels, handlebars, designed to be stood upon, powered by electric motor capable of speeds not exceeding 20 miles per hour.

Grants electric foot scooter riders all rights and duties applicable to bicycle riders under Title 32, Code of Alabama 1975, except as modified by this act.

Requires electric foot scooters to be equipped with front white lamp visible 500 feet, rear red reflector approved by Alabama State Law Enforcement Agency visible 100-600 feet, and functional brake capable of skidding on dry pavement.

Exempts electric foot scooters from motor vehicle requirements including insurance, license plates, registration, operator's licenses, and certificates of title; allows parking on sidewalks without impeding pedestrian traffic.
