HB409 Summary

• Amends Section 41-16-72 of the Code of Alabama 1975 to delete the exemption for "convenience" purposes from competitive bidding procedures for professional services during declared emergencies.

• Emergency declarations affecting public health, safety, or economic welfare must be declared in writing under oath to the Governor and Attorney General by the state entity requiring professional services.

• Professional services may still be procured from any qualified provider without competitive bidding only when an emergency is properly declared, but convenience alone is no longer a valid basis for the exemption.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
