Establishes an advance voting period allowing registered voters to cast ballots without excuse at designated advance voting centers before election day.

Advance voting period runs from the fourth Monday of the month preceding the election through the Friday immediately before the election.

Advance voting centers must operate during normal business hours on weekdays and 9:00 a.m. to 4:00 p.m. on Saturdays, with judges of probate authorized to extend hours as needed.

Judges of probate must manage advance voting, designate at least one advance voting center per county, and appointing boards must appoint poll workers for the advance voting period.

Secretary of State must establish rules and procedures for advance voting; act becomes effective on the first day of the third month following passage and approval.
