Prohibits licensees of professional licensing boards listed in Title 34 from unlawfully discriminating or knowingly permitting unlawful discrimination based on race, national origin, sex, sexual orientation, religion, age, or disability in hiring, employment conditions, client representation, or service provision.

Establishes a judicial review board composed of nine circuit court judges appointed by the Governor to hear discrimination complaints against licensees and make determinations on alleged violations.

Requires the Governor to ensure board membership reflects racial, gender, geographic, urban, rural, and economic diversity of the state.

Prohibits professional licensing boards from initiating disciplinary investigations or proceedings against a licensee unless the judicial review board first adjudicates the complaint and finds misconduct occurred; findings are admissible as evidence in disciplinary proceedings.

Becomes effective on the first day of the third month following passage and approval by the Governor.
