Applies only to Mobile County and amends Act 470 of the 1939 Regular Session establishing the countywide civil service system.

Authorizes Mobile County Commission to establish a two-year pilot program allowing the commission and its budgetary authorities to conduct their own recruitment, testing, interviewing, and hiring of employees.

Requires the Mobile County Commission to notify the Personnel Board Director in writing and provide copies of the commission's equal opportunity hiring policies and compliance procedures with applicable federal laws and regulations.

Employees hired under the pilot program retain all rights and protections under Mobile County Personnel Board laws and rules, including the ability to file complaints and grievances.

Subjects the pilot program to annual audits by the Mobile County Personnel Board conducted by a certified human resources professional; the program continues beyond two years unless the Personnel Board's Supervisory Committee votes to terminate it after reviewing an audit report.
