HB445 Summary

• Alabama Commission on Higher Education Executive Director shall convene deans of all public and private institutions of higher education teacher preparation programs at least twice each year.

• Meeting topics may include teacher preparation requirements, initiatives to improve education effectiveness, curricular changes, student preparation for postsecondary education, developmental education, academic program approval processes, and alternative teacher certification options.

• Additional discussion topics include teacher and faculty shortages, compensation and benefits, the role of teacher preparation programs in assisting K-12 schools, college and school governance, and addressing student performance issues across prekindergarten through lifelong learning.

• Executive Director shall submit an annual report to the Speaker of the House, President Pro Tempore of the Senate, and Governor by the first day of each regular legislative session on the status of education in the state with recommendations for changes in law, policy, or practice.

• Act becomes effective on the first day of the third month following passage and approval by the Governor.
