HB452 Summary

• Amends Section 36-26-35, Code of Alabama 1975, to establish separate annual and sick leave accrual rates for certified firefighters at Birmingham-Shuttlesworth International Airport and Dannelly Field who work 24-hour shifts, effective October 1, 2019.

• Certified firefighters on 24-hour shifts accrue annual leave at higher rates than standard employees, ranging from 5 hours 36 minutes per pay period (fewer than 5 years service) to 12 hours 36 minutes per pay period (25+ years service).

• Maximum annual leave for 24-hour shift firefighters is increased to 37.8 days per year with a carryover limit of 76 days, compared to standard employees' 29.25 days and 60-day carryover limits.

• Certified firefighters on 24-hour shifts accrue sick leave at 5 hours 36 minutes per semi-monthly pay period with a maximum carryover limit of 1,550 hours per year.

• Bill becomes effective on the first day of the third month following passage and Governor approval.
