Prohibits the sale of drug paraphernalia on or within three miles of any school campus, college, university, or other educational institution with a mandatory five-year incarceration penalty with no provision for probation.

Prohibits the unauthorized sale of controlled substances and the sale of drug paraphernalia on the grounds of or within three miles of any church or place of worship with a mandatory five-year incarceration penalty with no provision for probation.

Defines drug paraphernalia to include equipment and materials used for planting, processing, testing, packaging, or introducing controlled substances into the human body, including specific items such as pipes, bongs, syringes, scales, and testing equipment.

Establishes criminal penalties for the delivery or sale of drug paraphernalia, ranging from Class A misdemeanor for first offense to Class C felony for subsequent violations, with enhanced penalties for sales to minors under 18 years old.

Becomes effective on the first day of the third month following passage and gubernatorial approval or otherwise becoming law.
