Removes the prohibition disqualifying persons convicted of a felony or offense involving dishonesty or false statement from employment with certain Class 4 municipalities.

Changes the probationary period for all appointments to covered jobs (including promotions, demotions, and transfers) to begin from the start of employment rather than from the date of appointment.

Extends probationary status to demotions, which were previously not explicitly covered under probationary requirements.

Provides that a leave of absence temporarily pauses the probationary period for the duration of the leave.

Becomes effective on the first day of the third month following passage and Governor approval.
