HB5 Summary

• Amends Section 40-18-140 of the Code of Alabama 1975 to add three new income tax refund check-off options for taxpayers beginning in the 2019 tax year.

• Allows Alabama resident individual income taxpayers to designate a portion of their tax refund to contribute to the State Parks Division of the Department of Conservation and Natural Resources.

• Allows taxpayers to designate refund contributions to the Department of Mental Health and the Alabama Medicaid Agency.

• All contributions received, minus Department of Revenue administration costs not exceeding 5 percent, shall be distributed and appropriated to the respective agencies.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
