• Amends Sections 41-16-27 and 41-16-51 of the Alabama Code to authorize state and local agencies to award public contracts for wireless telecommunications services without competitive bidding requirements.

• Requires push-to-talk wireless services contracts to be awarded through a separate competitive bid process, creating an exception to the general wireless services contracting provision.

• Excludes wireless communication services from exemptions that allow purchases through National Association of Counties cooperative purchasing programs and Government Services Administration contracts.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
