Amends Section 14-8-2, Code of Alabama 1975, to create a new classification exception allowing certain inmates to participate in work release programs regardless of their conviction offense.

Excludes from the exception inmates sentenced to life without parole, those convicted of sex offenses as defined in Section 15-20A-5, and those convicted of violent offenses as defined in Section 12-25-32.

Establishes four eligibility criteria for qualifying inmates: completion of 85 percent of sentence, completion of a course of study with certification, receipt of certification of eligibility from a school or college president, and seeking employment in the certified field.

Requires the Department of Corrections to adopt rules and policies establishing the new classification exception and implementing the eligibility requirements.

Becomes effective on the first day of the third month following passage and approval by the Governor.
