• Amends Section 12-1-14.1 of the Code of Alabama 1975 to allow presiding circuit court judges to appoint special circuit court judges, district court judges, or probate judges for temporary service with compensation determined by the presiding judge rather than limited to $100 per day.

• Authorizes presiding circuit court judges to pay compensation and reimbursement for actual and necessary expenses (including transportation, food, and lodging) from any funds within their discretion.

• Removes the requirement that special judge compensation and reimbursement be paid from the State Treasury or approved grant funds through the Administrative Office of Courts.

• Defines "temporary service" as not more than 180 consecutive days, with allowance for reappointment for additional 180-day periods as needed.

• Effective on the first day of the third month following passage and gubernatorial approval.
