• Prohibits selling, distributing, marketing, or transporting human or synthetic urine into Alabama with intent to defraud or deceive drug or alcohol screening tests.

• Prohibits attempting to defeat screening tests by substituting or spiking urine samples, and prohibits advertising or selling products designed to defeat such tests.

• Prohibits possessing, selling, or marketing adulterants (including bleach, chromium, detergent, iodine, nitrite, and similar substances) intended to adulterate bodily fluid samples to defraud screening tests.

• Establishes penalties of a violation for first offense and Class A misdemeanor for second or subsequent offenses; allows civil penalties up to $1,000 per day for violation of cease and desist orders.

• Takes effect on the first day of the third month following passage and gubernatorial approval.
