Creates a delivery service permit system through the Alcoholic Beverage Control Board allowing permittees to deliver sealed alcoholic beverages from licensed off-premises retailers to Alabama residents age 21 and older for personal use.

Applicants must file an application with the board, pay a $100 filing fee, and provide a sample retailer contract; annual renewal costs $50.

Permittees may use employees or independent contractors (age 21+) to deliver alcohol, take orders by phone or internet, and deliver only sealed containers with appropriate labeling.

Requires customer age attestation at order placement and photo identification verification at delivery; permittees must collect and remit all sales, use, and excise taxes and allow board audits.

Allows the Alcoholic Beverage Control Board to suspend or revoke permits through standard administrative proceedings and adopt rules for implementation; becomes effective three months after passage.
