Amends Alabama Code sections 36-21-102 and 36-30-1 to include reserve deputies and reserve police officers authorized by law enforcement in educational assistance and death benefits programs.

Extends free tuition for undergraduate study at Alabama state colleges, community colleges, junior colleges, and technical colleges to dependent children and spouses of reserve deputies and reserve police officers killed or totally disabled in the line of duty.

Expands the definition of "peace officer" to explicitly include reserve deputies and reserve police officers who are authorized by law enforcement for purposes of compensation and death benefits.

Maintains existing eligibility requirements: dependent children must be under 21 years old at time of death or disability, and spouses must not have remarried with initial enrollment within five years of the incident.

Becomes effective on the first day of the third month following passage and gubernatorial approval; passed House on April 23, 2019 with 102 yeas, 0 nays, and 0 abstentions.
