Proposes a constitutional amendment for Tallapoosa County authorizing the Legislature by local law to establish a road maintenance district as a public corporation in Willow Point Estates.

Defines Willow Point Estates to include 24 recorded phases and subdivisions with specific plat book references ranging from 1972 to 2005.

District establishment requires petition filing with the judge of probate, road owner consent and agreement to transfer road ownership, and approval by majority vote of lot owners in a referendum election.

Authorizes the district to assess and collect annual road maintenance charges on lot owners; proceeds may be used only for maintenance, construction, repair, and paving of roads and bridges, including administration costs.
