Prohibits Department of Human Resources from granting categorical eligibility for SNAP benefits and from seeking waivers of SNAP work requirements, except where counties have unemployment rates of 10 percent or greater.

Establishes a 36-month lifetime limit for temporary cash payments under the Temporary Assistance for Needy Families (TANF) program, with exceptions for circumstances specified in federal law.

Requires the department to identify out-of-state purchases using TANF and SNAP benefits and establish benchmarks that automatically trigger review of recipient residency status based on out-of-state transactions.

Mandates monitoring of replacement EBT card requests and requires an office visit after the fourth request in a 12-month period to alert recipients that their accounts are being monitored for suspicious activity.

Authorizes suspension of TANF cash payments for recipients who fail to cooperate with fraud investigations and requires the department to maintain sufficient fraud investigative staff to conduct timely investigations.
