• Creates the Alabama Commission on the Evaluation of Services to advise the Legislature and Governor on service evaluation and evidence-based policymaking.

• Commission membership consists of three House members (including one minority party member), three Senate members (including one minority party member), six Governor appointees, and two non-voting ex officio members (Director of Finance and Deputy Director of Legislative Services Agency Fiscal Division).

• Transfers employees and staff of the Alabama Support Team for Evidence-based Practices from the Legislative Services Agency to the commission by September 30, 2021, and requires establishment of office space outside the State Capitol building.

• Funds the commission through Legislative Services Agency appropriations and allows it to receive state appropriations and grant funds from foundations, government entities, federal grants, and businesses.

• Repeals Act 2018-578 (2018 Regular Session) that established the evidence-based budgeting process, with Sections 1-2 effective immediately and Sections 3-6 effective October 1, 2019.
