• Allows breweries, wineries, and distilleries to dispense and sell alcoholic beverages manufactured by other in-state producers at their on-site tasting rooms if the other manufacturer is under common ownership.

• Defines "common ownership" as when a single entity holds majority financial interest and majority control of both manufacturers.

• Permits small breweries (under 60,000 barrels annually) and distilleries to sell transferred beverages for off-premises consumption up to 288 ounces of beer or 2.25 liters of liquor per customer daily, if properly sealed, labeled, and taxed.

• Allows small wineries (under 50,000 gallons annually) to establish one additional off-site tasting room with board permit and local approval to conduct tastings and retail sales.

• Effective date is the first day of the third month following passage and approval by the Governor.
