HB570 Summary - Eliminating Legal Barriers to Apprenticeships (ELBA) Act

• Allows individuals who complete an apprenticeship to obtain an occupational license if they meet all requirements including 8th grade completion, valid apprenticeship agreement with eligible employer, and passing any required examination.

• Prohibits licensing authorities from setting higher minimum passing scores for apprenticeship completers than required for other applicants, and prohibits requiring examinations if none are required for other applicants.

• Permits 14-15 year old in-school youth to work in apprenticeships registered by Alabama Office of Apprenticeship or supervised through Alabama Department of Education and approved by Department of Labor, creating exceptions to child labor restrictions.

• Defines key terms including apprentice (minimum 14 years old), apprenticeable occupation, apprenticeship agreement, apprenticeship program, and work-based learning aligned to curriculum and instruction.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
