Establishes the Joppa Historical Board in Cullman County to own, operate, manage, and preserve the former Joppa School property in the unincorporated community of Joppa.

Board shall consist of five members appointed by the Cullman County legislative delegation for four-year terms, with members continuing to serve until a successor is appointed.

Authorizes the Joppa Historical Board to accept title to the former Joppa School property from the Cullman County Board of Education, including ball fields and other historical structures.

Board may hold the property for public benefit and use, particularly for the unincorporated community of Joppa, and may receive state, local, and other governmental funding as well as charitable donations.

Board may be reorganized as an unincorporated nonprofit association or other entity authorized by law with unanimous consent of board members.
