• Authorizes the Sheriff of Sumter County, or an authorized agent, to operate an inmate telephone system for prisoners in the county jail.

• Requires all proceeds from the telephone system to be deposited into the Sheriff's Law Enforcement Fund with all transactions accounted for in that fund.

• Mandates the sheriff maintain records of telephone usage fees and transactions subject to annual audit by the Department of Examiners of Public Accounts.

• Allows all profits from telephone system operations to be expended at the sheriff's discretion for law enforcement purposes in the interest of the public.

• Takes effect immediately upon passage and approval by the Governor.
