Expands prohibition on wireless device use while driving to include standalone electronic devices and adds bans on holding devices with body parts and recording/capturing photos or videos.

Establishes new exemptions: hands-free voice communications (single button activation), dash and backup cameras, utility emergency responders, and law enforcement/first responders performing official duties.

Increases criminal penalties from $25/$50/$75 to $50/$100/$150 for first, second, and third or subsequent violations respectively.

Changes third or subsequent violations from two-point to three-point driving record violations, while first and second violations remain two-point violations.

Becomes effective on the first day of the third month following passage and approval by the Governor.
