Amends Act 448 of 1967 to regulate ownership, use, and operation of passenger automobiles by Class 1 municipalities (cities with 300,000+ population).

Allows city councils to authorize members to use city-owned passenger automobiles for temporary periods of time for official city business only, with exceptions for the Mayor or chief executive officer.

Prohibits city council members and employees from purchasing fuel, oil, tires, or automotive accessories from the city, or using city vehicles for private purposes.

Requires most city-owned vehicles (except police and fire department cars) to be stored in a central city garage, barn, or lot when not in use and remain there overnight, on Sundays, and holidays.

Establishes penalties of up to $500 fine and up to 12 months of hard labor for the city for violations, including intentional circumvention of these provisions.
