Authorizes the Madison County Sheriff to operate a jail store and telephone/messaging system for inmates in the Madison County Jail.

Requires all funds collected from these operations to be deposited in a bank account in Madison County called the Sheriff's Jail Account, established and maintained by the Madison County Commission.

Allows the sheriff to use any profits from these operations exclusively for law enforcement purposes in the public interest, at the sheriff's discretion.

Requires the sheriff to maintain detailed accounting of all proceeds and profits, with the Department of Examiners of Public Accounts auditing the account as part of regular sheriff's office audits.

Becomes effective on the first day of the third month following passage and approval by the Governor.
