• Extends sterilization requirements for adopted dogs and cats from animal shelters to animal welfare organizations and animal rescues.

• Requires sterilization by licensed veterinarian before adoption for animals 180 days or older, or written agreement for younger animals to be sterilized within 30 days of acquisition or sexual maturity.

• Defines "animal welfare organization" as any unincorporated nonprofit organization or business entity existing for fostering and adopting dogs and cats by the public.

• Increases criminal penalties for non-compliance from a minimum of $50 and maximum of $200 to a minimum of $300 and maximum of $1,000.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
