HB637 Summary

• Allows any qualified registered voter in Alabama to vote by absentee ballot by mail or in-person delivery without providing an excuse or meeting specific eligibility criteria.

• Eliminates the current requirement that absentee voters must meet one of six qualifying conditions: being out of county/state, having physical illness, working conflicting shift hours, being a student out-of-county, being military-connected, or serving as an election officer.

• Removes "hand delivery" from the absentee voting method options and replaces it with "in person" delivery to the absentee election manager.

• Retains existing provisions for emergency absentee voting, military voter protections under federal law, and ballot affidavit and witness requirements.

• Takes effect on the first day of the third month following passage and approval by the Governor, or upon becoming law otherwise.
