• Amends Mobile County's Civil Service System to allow initial law enforcement officers and firefighters to be paid at the midrange of the pay plan, rather than the minimum rate, at the appointing authority's discretion.

• Modifies appointment certification procedures for law enforcement officers and firefighters to require the director to certify the top 10 eligible persons per vacancy, with a maximum cap of 70 names total regardless of the number of vacancies.

• Maintains existing parity requirements for public safety employees and requires that pay ranges established by budgeting authorities are not less than those set by the Personnel Board.

• Specifies that employees promoted within the City of Mobile Fire Department shall receive exactly two steps in pay increase.

• Becomes effective immediately upon passage and approval by the Governor.
