HB89 Summary

• Amends Section 41-4-65 of the Code of Alabama 1975 to remove the exemption for self-sustaining professional licensing boards from expenditure transparency requirements.

• Requires each self-sustaining professional licensing board, agency, or commission to choose annually between two options: publish expenditures on the Comptroller's searchable public database or publish expenditure and revenue information on the board's own website.

• If boards choose to publish on their own websites, the information must be electronically searchable and include amount, date, payor, payee of expenditures and amount, date, source of revenue received.

• Boards may restrict public access to payee/source addresses (except county identification) and information designated as confidential; vendors and contractors may request confidentiality with opportunity for hearing and review.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
