• Self-sustaining professional licensing boards, agencies, and commissions must publish expenditures annually on either the Comptroller's searchable database or their own public website, with the choice made annually and recorded in board minutes.

• Expenditure information published on a board's website must be electronically searchable by the public and include amount, date, payor, payee, and expense classifications comparable to the Comptroller's database requirements.

• Creates the Alabama Sunrise Act requiring the Sunset Committee to review proposals for new professional regulation and assess whether regulation is necessary to protect public health, safety, or welfare from significant and discernible harm.

• Proponents of new professional regulation legislation must provide the Sunset Committee with detailed written information including number of affected individuals, documentation of public harm, comparison to other states' regulations, cost analyses, and voluntary protection efforts already in place.

• The act becomes effective on the first day of the third month following passage and approval by the Governor.
