Honors Reverend Doctor Julius R. Scruggs upon his retirement as Pastor of First Missionary Baptist Church in Huntsville, Alabama.

Recognizes his education including a Bachelor of Arts degree from American Baptist College in Nashville, Tennessee and a Master of Divinity and Doctor of Ministry from Vanderbilt University School of Divinity.

Acknowledges his pastoral service since 1960 at multiple churches including Pine Grove Missionary Baptist Church in Harvest, Alabama; Mt. Ararat Baptist Church in Nashville, Tennessee; Antioch Baptist Church in East Chicago, Indiana; and First Missionary Baptist Church in Huntsville, Alabama.

Documents his distinguished accomplishments including the Outstanding Young Men in America Award (1979), Pastor of the Year Award (1979), President of the Alabama State Missionary Baptist Convention, Inc. (1995), President of the National Baptist Convention, USA, Inc. (2009), and Honorary Doctor of Divinity from Huntsville Bible College (2018).

Directs that a copy of this resolution be provided to Reverend Scruggs as a tribute for his leadership and service to those whose lives he touched.
