Creates the Jefferson County Education Advisory Committee for Jefferson County Inmates composed of seven members including the Jefferson County Sheriff, presidents of Lawson State and Jefferson State Community Colleges, superintendents of Jefferson County and Birmingham City School Districts, and two District Attorneys from the Tenth Judicial Circuit.

Committee members serve four-year terms subject to their continued service in their respective positions, with vacancies filled within 90 days by the appointing authority.

Sheriff of Jefferson County calls the first meeting, and committee members elect a chair from those present at the initial meeting.

Members receive per diem and travel expenses paid from Jefferson County Sheriff's Department funds, with total annual expenses not to exceed $10,000.

Committee shall study educational needs of Jefferson County Jail inmates sentenced to more than six months and submit recommendations by January 5, 2021, after which the committee dissolves.
