Condemns bullying in any form, at any time, and in any place throughout Alabama.

References the Jamari Terrell Williams Student Bullying Act (Chapter 28B, Title 16, Code of Alabama 1975), which expanded the Student Harassment Prevention Act passed in 2009.

Acknowledges that bullying, cyberbullying, harassment, and intimidation substantially interfere with students' ability to learn, employees' work performance, and residents' daily lives, and often targets individuals based on race, gender, national origin, disability, sexual orientation, gender identity, or other perceived differences.

Recognizes the death of Nigel Shelby of Huntsville in April 2019, a ninth-grader being treated for depression who was struggling with his sexuality and died as a result of bullying.

Strongly supports and encourages further development and availability of anti-bullying programs in schools, places of employment, and other appropriate locations in Alabama.
