Alabama legislature applies to Congress under Article V of the United States Constitution to call a limited national convention for proposing a constitutional amendment to protect fair elections and address the influence of special interests in campaigns.

The convention shall be limited exclusively to proposing an amendment to permanently protect fair elections, addressing issues raised by Citizens United v. Federal Election Commission (2010) and related cases.

Alabama delegates to the convention shall be composed equally of individuals currently elected to state and local office or selected by election in each congressional district, with all former or current federal office holders prohibited from serving as delegates.

The application is considered together with similar applications from Vermont (R454), California (Resolution Chapter 77), Illinois (SJR 42), New Jersey (SCR 132), and Rhode Island (HR 7670 and SR 2589), and shall remain active until two-thirds of states apply for a similar convention.

The Alabama House Clerk shall transmit copies of this resolution to federal officials and state legislatures requesting cooperation in issuing applications to compel Congress to call the convention.
