HJR36 Summary

• Creates a Joint Legislative Task Force on Budget Reform composed of 7 House members (appointed by House Speaker, including 2 from minority caucus) and 7 Senate members (appointed by Senate President Pro Tempore, including 2 from minority caucus).

• Task force shall evaluate and recommend changes to state budgeting practices, including adjustments to Education Trust Fund and General Fund budgeting, performance reviews of state entities, unearmarking funds for greater legislative oversight, and reviewing state tax credits and exemptions.

• First meeting must be held no later than September 30, 2019, with task force members electing co-chairs from each chamber; Legislative Services Agency shall provide professional services.

• Task force shall meet monthly and submit findings, conclusions, and recommendations to the Legislature by the fifth legislative day of the 2020 Regular Session, after which the task force dissolves.

• Members receive regular legislative compensation, per diem, and travel expenses per Amendment 871 of the Alabama Constitution, paid from legislative appropriations.
