Honors Reverend Doctor Julius R. Scruggs upon his retirement as Pastor of First Missionary Baptist Church in Huntsville, Alabama.

Recognizes his educational credentials including a Bachelor of Arts Degree from American Baptist College and M. Div. and D. Min from Vanderbilt University School of Divinity.

Acknowledges his pastoral service since 1960 at multiple churches including Pine Grove Missionary Baptist Church, Mt. Ararat Baptist Church, Antioch Baptist Church, and First Missionary Baptist Church.

Commemorates distinguished accomplishments including the Outstanding Young Men in America Award (1979), Pastor of the Year Award (1979), $350,000 Bond Drive (1987), President of Alabama State Missionary Baptist Convention (1995), Dr. Martin Luther King Jr. Award (1998), and President of National Baptist Convention USA Inc. (2009).

Directs the Alabama House of Representatives to provide a copy of the resolution for presentation as tribute to Reverend Doctor Scruggs.
