Congratulates Sparkman High School's Indoor Percussion Ensemble for winning the 2019 Winter Guard International Percussion Scholastic Open World Championship with a score of 96.20.

Recognizes this as the ensemble's second World Championship title, with their first championship won in 2016.

Names 38 ensemble members and 13 support staff and volunteers deserving special commendation for their performance of the show "For Now, I am Winter."

Extends special recognition to Jack Albert as Director of Percussion, Music Coordinator, Music Arranger, and Show Designer.
