Celebrates Elnora Pugh McNeil on her 90th birthday, born May 26, 1929, making her the first in her family to reach this age.

Recognizes her lifelong residence in Tuskegee, Alabama, and her attendance at Lewis Adams School where she met First Lady Eleanor Roosevelt on March 31, 1941.

Honors her marriage to David McNeil, Jr. on June 8, 1950, and her nine children, 20 grandchildren, 39 great-grandchildren, and one great-great-grandchild.

Acknowledges her over 20 years of employment at the Veterans Hospital and Lincoln Drive-In in Tuskegee, where she was known as "the friendly face at the snack bar."

Dedicates the resolution to McNeil "in highest admiration and esteem" for being a loving wife, mother, and friend.
