Designates House Bill 193 as the 2019 Shroud Award winner, a sine die tradition recognizing the "deadest bill of the session."

HB 193 regulated the use of biosolid fertilizer composed of treated human sewage and failed to advance despite sponsor's efforts.

Prior runners-up included HB 449 (yoga in schools by Representative Jeremy Gray), HB 346 (plastic bag ban prohibition by Representative Nathaniel Ledbetter), and SB 220 (paper lottery handled by Representative Steve Clouse).

The Shroud Award has been presented annually since 1979 and was created by a former legislator and mortician to humorously recognize unsuccessful bills.

Representative Tommy Hanes is requested to accept the symbolic shroud as sponsor of HB 193.
