SB397: Renames the State Board of Education to the Alabama Commission on Elementary and Secondary Education with members appointed by the Governor; renames the State Superintendent of Education as Secretary of Elementary and Secondary Education to be appointed by the commission; requires a constitutional amendment.

SB398: Requires the Governor to consult with all minority caucuses when appointing members to the Alabama Commission on Elementary and Secondary Education with a contingent effective date.

SB141: Exempts the Alabama Wildlife Center from payment of all state, county, and municipal taxes.
