Commends Firefighter/Advanced EMT Chance Payne for outstanding professional achievement and bravery.

On July 9, 2018, Firefighter Payne responded to a structure fire in the Susan Moore Fire and Rescue Service coverage area and entered a burning residence alone with full protective gear to extinguish the fire and rescue a victim.

Firefighter Payne entered the residence with near-zero visibility before backup arrived, placed himself at extreme risk, and successfully located and carried a victim to safety.

After mutual aid arrived, Firefighter Payne and another firefighter conducted a secondary search that resulted in the rescue of a second victim from the structure.

Firefighter Payne's attention to detail provided investigators with information that led to an arrest and identification of arson as the fire's cause.
