Authorizes individuals and business entities to store, sell, and dispense agricultural products (oats, rye, shelled corn, wheat, barley, cotton seed hulls, seeds, wild game feeds, rock salt, and protein pellets) by weight through unattended vending machines.

Requires vending machines to clearly display the unit of weight measurement and price per unit of weight, accept cash or card payments, and comply with all applicable building, electrical, and fire codes.

Subjects all sales from vending machines to applicable state and local taxes and requires owner/operator contact information to be clearly visible on the machine for consumer reporting of problems.

Mandates the Department of Agriculture and Industries to routinely inspect vending machines to ensure accuracy of weights and measures; machines are exempt from National Conference on Weights and Measures certification.

Requires existing vending machines in operation before the effective date to undergo inspection by October 1 of the first year following enactment, and permits the Department to adopt implementation rules.
