• Requires call center employers with 50+ employees to notify the Director of Economic and Community Affairs at least 120 days before relocating a facility or 30% or more of operations out of state.

• Imposes civil penalties of up to $10,000 per day for employers who fail to provide required notice, with courts able to reduce penalties if employer shows just cause.

• Requires the Director to compile a list of relocating employers every six months starting October 1, 2019, and distribute it to all state agencies and political subdivisions.

• Makes employers on the relocation list ineligible to receive state or local grants, loans, or tax credits for five years after relocation and requires repayment of unamortized benefits received.

• Permits waiver of penalties if the employer demonstrates that denying benefits would cause substantial job loss, environmental harm, or significant economic impact to the state.
